frobeniusRing -- construct the source ring for an iterated Frobenius map

Usage:

frobeniusRing(e, R)
Inputs:
- e, an integer,
- R, a ring,
Outputs:
- a ring, with the grading scaled by $p^e$

Description

This function returns the ring that serves as the source of the $e$-th Frobenius map on $R$.
